"Bidding for the title of European Capital of Culture is becoming more and more like competing to host the Olympic Games. While the (media) attention that surrounds them is much less and the timeframe is more extensive (the programme runs for almost a year). The competition rules for the ECoC programme have become increasingly strict and participants cannot afford to choose weaker or different ideas than their competitors."
